Recommendation
The Business Appointment Rules should be amended to allow ACOBA and government departments to issue a ban on lobbying of up to five years.

Government response
The Government considers this recommendation is too broad. It considers that a ban on lobbying of five years could be deemed as an unreasonable restraint on trade. Lobbying bans will continue to be part of the ongoing system but applied proportionately.
