Recommendation (the Committee's words)
Candidates for the Scottish Parliament and the National Assembly for Wales who contest an election only as a constituency candidate under the first-past-the-post part of the system should be subject to the same expenditure limits, and the same arrangements for enforcing them, as House of Commons candidates. (p 137)
