●Inquiry recommendation

Primary care trusts (and groups), given their capacity to influence the quality of care in hospitals, must involve patients and the public, for example through each PCG/T’s Patient and Advocacy Liaison Service. They must make efforts systematically to gather views and feedback from patients. They must pay particular attention to involving their local community in decision-making about the commissioning of hospital services.

Primary Care Trusts (PCT) no longer exist, however, Integrated Care Boards (ICB) have a legal duty under sections 14Z36 of the National Health Service Act 2006 (as amended by section 25 of the Health and Care Act 2022) to promote involvement of patients with respect to decisions which relate to the prevention or diagnosis of illness in such patient or their care or treatment. Please refer to our response to Recommendation 157 for details of current patient and public participation policy and approach.

The Government agreed with this recommendation.

In its January 2002 response, the Department of Health proposed that Patients’ Forums should apply equally to primary healthcare and to secondary care.
