Marchioness Inquiry

The Marchioness Inquiry examined the 1989 Thames disaster in which 51 people died when the pleasure boat Marchioness collided with the dredger Bowbelle. Lord Justice Clarke's inquiry, established in June 2000 and reporting in March 2001, made 12 principal recommendations addressing river safety, emergency response, and post-mortem procedures. The inquiry noted particular concerns about the coroner's handling of victims' remains, including removal of hands for identification without family consent. The most visible reform attributed to the inquiry was the establishment of four RNLI lifeboat stations on the Thames in 2002, which continue to operate. The inquiry's findings on emergency response coordination are cited as contributing to the Civil Contingencies Act 2004, while its examination of coronial procedures informed aspects of the Coroners and Justice Act 2009. Clarke recommended a formal investigation under the Merchant Shipping Act 1995 and clearer statutory frameworks for ordering public inquiries. The decade-long gap between the disaster and the inquiry itself became part of its legacy, highlighting questions about timely investigation of major incidents. While some safety and procedural reforms are documented, several recommendations regarding investigative frameworks and inter-agency coordination lack published evidence of action.
