Mandate DWP to involve disabled children, young carers, and care leavers in Timms Review.

Recommendation
Following the changes agreed to the Universal Credit and Personal Independence Payment Bill on 1 July 2025, we recommend that the Department for Work and Pensions ensures the involvement of organisations working with disabled children, young carers and care leavers in the co- production of the Timms Review. (Recommendation, Paragraph 30)

We are committed to concluding the review by autumn 2026. As PIP is open to new claims from age 16, we recognise the importance of ensuring that young people, and those who support them, are meaningfully involved in the review. Their experiences and perspectives will be vital in shaping a process that is fair, inclusive, and responsive to the needs of all age groups. The Timms Review will be developed in close consultation with disabled people and the organisations that represent them. We will explore how best to consider and bring in the views of disabled children, young carers and care leavers. We recognise the unique insights these groups bring and are committed to ensuring their voices are reflected in the outcomes. We are engaging widely to design the process for the work of the review and will consider how it can best be co-produced to ensure that expertise from a range of different perspectives is drawn upon. This includes embedding disabled people in the leadership of the review group and establishing wider engagement mechanisms. We are committed to providing appropriate support and training, including covering the costs of participation, to ensure meaningful involvement. We are currently planning what engagement will look like and will share more information in due course.
