Recommendation (the committee's words)
We heard that reluctant readers can be motivated to use libraries and engage with books when libraries offer activities relating books to children’s hobbies and interests. The Department for Culture, Media and Sport should publish guidance for libraries setting an expectation for them to offer this, with suggestions and examples of best practice. (Recommendation, Paragraph 194)
