There are many examples of effective programmes having a positive impact in supporting parents and carers to read with their children. These programmes should be scaled up to ensure they reach families right across the country. As a first step the Department should carry out a review to inform decisions on which programmes to scale up; this should be completed within one year. (Recommendation, Paragraph 84) 91
