Recommendation
Our report on adult skills highlighted the decline in support for adult learners. Evidence suggested to us that disadvantaged White parents may particularly struggle with their own levels of education, which may impact on their children’s learning. The Department must give more serious thought to how it may implement our previous report’s recommendations to break the cycle of disengagement in some disadvantaged White communities by: i) Ensuring there is a community learning centre in every town ii) Incentivising employers to train their staff by introducing a skills tax credit.
