Conclusion (the committee's words)
To offer as credible a deterrent as possible to dissuade Russian aggression in the High North, NATO needs effective military capabilities. Evidence suggests there would be critical military gaps if the United States were not involved in countering such aggression. Given the uncertainty around the latter’s commitment during any future crisis, the UK can play a significant role within NATO by helping identify these capability gaps, and then ensuring these deficiencies are addressed.
