Conclusion
While the government’s proposed reforms to the National Planning Policy Framework are welcome, they must go further to address the persistent delays, inconsistency and administrative burden experienced by developers, owners and community organisations. Without change in how the system operates in practice, there is a risk that well-intentioned policy reforms will fail to deliver the intended outcomes on the ground, leaving historic buildings to deteriorate rather than be brought back into beneficial use.
