While the One Public Estate programme represents a valuable attempt to coordinate the management and disposal of public assets, heritage considerations are not systematically embedded within its operations. Evidence suggests that decisions are still primarily driven by broader regeneration and housing objectives, with heritage outcomes treated as secondary rather than integral. We therefore see opportunities to reuse historic assets and secure their long-term conservation. Without explicit and consistent integration, the government will struggle to ensure that its own estate is managed in a way that protects and realises the full value of the historic environment.
