Recommendation
We are very concerned about continuing reports of UK components being found in Russian systems. In response to our report, the Government should set out the actions it is taking, in conjunction with allies. to close down Russia’s ability to acquire replacement foreign-made components that are critical to its systems. The Government should also give further details of the recent revision to UK military end use controls that will provide additional scope to control the export of items not on the lists of items subject to an export licence to destinations subject to an arms embargo.

The Government shares the Committees’ concerns about continuing reports of UK components being found in Russian systems. We are taking robust action, in conjunction with allies, to close down Russia’s ability to acquire replacement foreign-made components that are critical to its systems. This includes working with international partners to strengthen export controls and sanctions, and to improve enforcement. We are also working with industry to raise awareness of the risks of diversion and to encourage companies to conduct due diligence on their supply chains. The recent revision to UK military end use controls will provide additional scope to control the export of items not on the list. This will help to prevent the export of items that could be used to support Russia’s military capabilities. The Government is committed to taking all necessary steps to ensure that Russia is not able to acquire the components it needs to continue its aggression in Ukraine.
