Kim Thornden-Edwards told us that HMPPS has “a stated commitment to looking to devolve more autonomy and authority to the regions”. 292 In practice, the APCC told us that “engagement with the Probation Service and PCCs is moving in a positive direction”. They explained that “there is commitment from HMPPS to ensure strong local relations exist and where possible co-commissioning of services is undertaken”. In that context, “HMPPS and the APCC have supported the delivery of guidance to local areas to enhance how data is shared across agencies to understand what works and to influence how local community payback schemes respond to community needs”. 293
