In our search for best practices in the delivery of non-custodial sentences, it was suggested that “Youth Justice Services seem to be doing much better” than the adult Probation Service. 243 The Minister for Prisons and Probation, Damian Hinds MP, agreed that “there definitely are lessons to be learned” from Youth Justice Services. 244 Witnesses identified key differences between Youth Justice Services and the adult Probation Service that would explain that discrepancy.
