During a visit to Russia in March 2023, President Xi and President Putin discussed greater collaboration in the Arctic, including increased investment in hydrocarbon projects on the Yamal peninsula. 173 Meetings between governors of northern Russian regions and Chinese officials and business leaders have intensified since the visit. 174
