Conclusion (the committee's words)
China’s interest in the Arctic has increased over the past decade. In 2013, along with eight other countries, it became an observer state of the Arctic Council. In the same year, it unveiled the concept of the 21st Century Maritime Silk Road, the maritime counterpart to the One Belt One Road initiative, which seeks to expand Chinese investment and export markets.
