Dr Kaushal set out the logic of Russian activities to target critical infrastructure: “In terms of Russia’s intent, it has been clear that Russia sees the ability to inflict what it describes as dose damage as a means of what it would call war containment on its periphery—ensuring that a local war with a neighbouring country does not involve a larger regional coalition—and one of their primary means of doing so is signalling the ability to target critical national infrastructure.” 98
