Conclusion (the committee's words)
This will be a challenging balancing act for the UK’s Arctic allies, and one which may prove difficult to sustain in the longer term as there currently appears to be no prospect of an improvement in Russia’s relations with the West. The UK Government should therefore prepare for the possibility that the Arctic Council may cease to function or diminish in importance. If a new governance structure were to be established in the Arctic, the UK Government should advocate for indigenous representation that is at least equivalent to the status they currently hold within the Arctic Council.
