The Government should amend the capital allowances regime to allow businesses to claim tax relief on subscription-based IT services that directly enhance operational resilience, such as cybersecurity software, legacy system upgrades, business continuity platforms and data protection solutions. A consultation on how this could best be achieved should be launched before the end of the year. (Recommendation, paragraph 154) 101
