Recommendation 5

5 Acknowledged

Trade agreement provides limited new market access for UK services into India.

Conclusion
While the Agreement provides greater certainty and stability for UK services providers, it delivers limited new market access into India. The practical value of the services provisions will therefore depend largely on effective implementation, particularly progress on mutual recognition of professional qualifications. Notwithstanding the Agreement’s commitments and the establishment of frameworks to support further UK–India mutual recognition of professional qualifications dialogue, the Committee is sceptical about the likelihood of how much will be delivered in practice. (Conclusion, Paragraph 58)
Government Response Summary
The government states that they will identify and encourage mutually interested UK and Indian bodies to negotiate mutual recognition agreements for professional qualifications and will actively facilitate MRPQs where they are of mutual interest, but it is ultimately the regulators' decision.
Government Response Acknowledged
HM Government Acknowledged
The Professional Services annex of CETA commits HM Government and the Government of India to identify and encourage mutually interested UK and Indian relevant bodies to enter into negotiations on mutual agreements or arrangements for recognition of professional qualifications. The UK and India will both speak to regulators ahead of the first working group meeting, to identify and encourage mutually interested UK and Indian relevant bodies to enter into negotiations on mutual agreements or arrangements for recognition of professional qualifications. This is ultimately the decision of the regulators, but HM Government will seek to actively facilitate MRPQs where they are of mutual interest.
