Recommendation 19

We recommend that the Government establish comparable benchmarks that can be used to monitor performance over time against targets. Performance should be reported to Parliament annually, with both individual departments and the Government as a whole reporting the proportion of their procurement spend that goes to SMEs. Each department should set out what steps they are taking to improve performance when targets are not met.
