measures and installation of a new low carbon heating system, the Government believes that consumer demand for this sort of approach will grow in the future. Installations completed through government-endorsed energy efficiency schemes must be completed under the PAS (Publicly Available Specification) standards which drive the requirement for a ‘whole house’ approach as a way to drive sustainability in the built environment. This framework supports a whole house approach to retrofit, that considers which measures are appropriate for the property, in what order, and with any necessary remedial works. These standards were developed by an industry-led steering group in response to the recommendations of the independent 2016 Each Home Counts Review and were designed to improve both quality and consumer protection. are of the highest quality, the Government also recognises the need to support the home retrofit supply chain. In September 2020 a £6 million skills competition was launched, which provided nearly 7000 training opportunities for the energy efficiency and low carbon heating supply chains, including training for heat pump installers. The Government is currently reviewing our consumer advice offer. By investing in improvements to the Simple Energy Advice tool and developing a new heat pump options calculator, we will help consumers better understand and identify opportunities to reduce their carbon emissions by installing energy efficiency and low carbon heating solutions. As set out in the Energy Security Strategy, by summer we will launch a comprehensive energy advice service on GOV.UK.
