Conclusion
It is disappointing that the Government did not publish draft regulations with detail about the nature and extent of the additional data to be required by HMRC for consultation at the same time as it published the draft legislation or even the Finance Bill. This delay reduces the amount of time businesses have to prepare for the introduction of these new requirements.
