Conclusion (the committee's words)
We are concerned that the relatively low numbers of applicants to the EUSS among children in care and care leavers may also be reflected in other vulnerable groups, who, by their nature, may be difficult to reach. While the lack of comprehensive data makes it difficult to know for certain how many EU citizens failed to apply on time, the Home Office should continue to do all it can to reach those who missed the deadline, especially vulnerable persons, and encourage them to make a late application.
