Recommendation 37

Recent post-war reconstruction efforts in Europe, notably in the Western Balkans, have a mixed record in terms of achieving their longer-term objectives. The UK, the EU and other participants in the reconstruction of Ukraine should reflect on what lessons can be learned from this experience, including the effectiveness of mechanisms intended to incentivise reforms. We ask the Government to provide us with its assessment of lessons that can be learned from previous experience in supporting post-war reconstruction and how these can be applied to Ukraine in response to this report.
