Recommendation
The Government should work closely with the EU and other partners to explore possible options to make use of sanctioned assets (or their proceeds) to support the reconstruction of Ukraine. However, any mechanism to make use of Russian assets must be consistent with international law and must not damage the international financial system. We noted that the Foreign Secretary suggested to us that there is a legal route to achieve that. The Government should outline what action it is taking on finding a legal route, including any discussions that it has had with the EU and other partners in its response to this report.
