Conclusion
Dr Budzier gave the example of the cancellation of the northern leg of HS2 to show why, by analogy, interested parties required Government commitment to the new towns programme. He said that the cancellation of the northern leg “led to a massive deficit of trust”. 180 He added that the effect of low confidence on the new towns programme is that “nobody in the industry wants to invest in capabilities. Saying that this [the new towns programme] will be cancelled now will have exactly the same effect of people saying, “Well, why did I hire all these apprentices then? I believed the Government”, and there will be a trust deficit again.” 181
