A clear message of commitment and intent would be if the Government established all the mechanisms, bodies and any legislative orders required for the new towns programme during this parliament, meaning that successive governments had the measures in place to commence development of all the new towns. We welcomed the news from Mr Pennycook that each individual new town would have a specific funding package and believe this is a valuable step in fostering confidence in the programme. 167
