Conclusion
New towns provide an opportunity to plan more deliberately how buildings can be designed to reduce demand for utilities. 78 Likewise, there is a need (and an opportunity) for more innovative thinking on how to overcome perceived barriers to supply. These may include off-peak electricity use, combined heat and power, and community energy generation. 79 New towns should be an example of excellent, purpose-driven design, where these demand-reducing features can be incorporated as standard. John Marsh, Chief Innovation Officer of BUUK Infrastructure, told the Committee that ideally new towns would have homes which already have “the right insulation levels, with PV [solar photovoltaic panels], a heat pump and smart appliances ready to be linked up”. 80
