The Government must establish new town delivery vehicles with clear powers and terms of reference.
Recommendation
The Government must establish new town delivery vehicles with clear powers and terms of reference. Delivery vehicles should have the power and autonomy to carry out their work without interference from the Government, but any terms of reference should stipulate any minimum standards and accountability structures required to ensure timely and effective delivery.
