Recommendation
More detail should be provided on the proposed approach to monitoring and enforcing the long-term delivery of biodiversity net gain. Where local planning authorities are required to undertake ongoing monitoring, the Government should provide sufficient resources for this. The Office for Environmental Protection should have a role in ensuring local planning authorities undertake ongoing monitoring and enforcement.
