Conclusion
We note the Minister’s optimism that empowering local authorities will make them a desirable place to work and therefore address the capacity and skills gaps within such organisations. However, this is a long-term, indirect and unguaranteed solution to an immediate issue. Local authorities do not currently have adequate resources and skills to support high streets. Not addressing this proactively and at pace risks undermining the viability of the Government’s plans.
