Public awareness of extreme weather risks and incident reporting mechanisms remains low

Conclusion
Considering individual extreme weather risks, the public does not always know who is responsible for mitigating the risk, particularly if it is a novel risk impacting them for the first time. For example, public awareness of the risk of surface water flooding is low and it is not always clear who the public should contact to report incidents to when they happen. The Cabinet Office told us that it plans to develop a website to help the public understand how they can be prepared for these events and the actions that they can take, not just in response to events but to be prepared ahead of time as well.47
