Conclusion
We asked for assurance that there would be enough additional capacity outside of hospitals, given that new community services would be funded separately from the NHP. NHS England told us that this was at the heart of its 10-year plan. It acknowledged that the planning process for the NHP had to be adaptable to local circumstances, taking account of what is being built outside hospitals and changes to clinical pathways. NHS England and the Department were working with regional teams and local NHS trusts to join this up.45 NHS England told us that it remained a big part of the 10-year plan to fund increased demand for community care and primary care by reducing spending on hospital care.46
