Hospitals built from RAAC face significant safety risks, and schemes to replace them need to proceed at pace.16 In 2022 an independent report recommended that hospitals built from RAAC should be replaced by 9 C&AG’s Report: para 1.10 10 Q 8 11 C&AG’s Report: para 3.24 12 Qq 4-6 13 Q 7 14 Q 6 15 Q 19 16 C&AG’s report, paras 1.14 and 2.8 10 2030 at the latest.17 A subsequent report, published in December 2025, concluded that with mitigations and maintenance, the RAAC hospitals can stay operational past 2030 but with significant risk and cost.18 Under the Department’s new timetable for the NHP, the final RAAC replacement hospitals are due to be finished in 2033.19
