Conclusion
The Department told us that it hoped that lessons learnt from its delivery of earlier waves would allow the later, more complex waves to be delivered more effectively.13 However, the Department also acknowledged that the wave 1 hospitals would be a lot more complex than those currently being delivered through wave 0. Wave 1 contains the complicated RAAC replacement schemes where typically almost all the buildings, rather than part of the estate, need to be replaced.14 One of the ways to prevent delays is to ensure that all precontract issues such as planning, surveys, site preparation are completed before contract are let.15 Replacing hospitals built from reinforced autoclaved aerated concrete (RAAC)
