The Department acknowledged the improvements which the NDA has made in developing its own skills and capability.25 The Department also told us that, to improve its capability to oversee the NDA’s activities, it had so far been able to retain high quality staff with relevant experience, despite the challenges of rewarding long service in central government, largely due to their commitment to the mission of making nuclear sites safe.26
