The Cabinet Office did not approve the first contract with Randox, as it would normally do for contracts worth over £10 million in line with its regime of commercial spending controls. The Department did not submit the Randox contract for approval before it was awarded, but said it brought the contract to the Cabinet Office’s attention after the fact, along with others that would also have required commercial spending approval.31 Contract performance
