We welcome the inclusion of an independent reviewer of the Prevention and Investigation Measures regime under Clause 49 of the Bill. However, this role should be extended to cover other parts of the Bill and other core national security Legislative Scrutiny: National Security Bill 55 legislation in the same way that the Independent Reviewer of Terrorism Legislation has a remit wider than just the Terrorism Prevention and Investigation Measures regime. We recommend that the Independent Reviewer’s role be extended to cover Parts 1 and 2 of the National Security Bill. The Government should review whether the Independent Reviewer could also cover other core national security legislation. (Paragraph 130) Part 3: Persons Connected with Terrorism: Damages and Legal Aid
