Conclusion
As it stands, there is a risk people will commit offences related to being in, or in the vicinity of, Ministry of Defence property without knowing they had done so. There should be an obligation on the Minister to display notices on all entrances to “prohibited places” informing the public that this is a prohibited place, and that entry would be a criminal offence. The Bill should be amended to this effect.
