Conclusion
If this Bill is to proceed, the short title should be amended in clause 41 to better describe the purpose and contents of the Bill (see Annex, Amendment 26). We suggest the title of the Bill should be the ‘European Convention on Human Rights (Domestic Application) Act’, as the Bill seeks primarily to determine how the Convention is interpreted and applied in domestic law.
