Recommendation
The HRA plays an important role in the constitutional arrangements of the devolved nations and has contributed to the embedding of a human rights culture. We have heard that there is strong support for the HRA in the devolved nations and an appetite for the strengthening of human rights. Given the significant impacts on the devolved settlements, the Government should not pursue reform of the HRA without the consent of the Scottish Parliament, the Welsh Senedd and the Northern Ireland Assembly.
