Conclusion
We heard evidence that some areas experienced a gap in provision where referrals to the Work and Health Programme Pioneer ended before Connect to Work was fully mobilised. Although the two programmes serve different cohorts, the absence of both in some localities meant that residents in need of support were left with limited alternatives. While the government acknowledged that these gaps were anticipated and driven by financial constraints, we are not persuaded that a sufficient system wide assessment has been undertaken of the consequences for those affected.
