Conclusion
Support from DWP during the launch of Connect to Work was not consistent across areas. Differences in the quality and clarity of guidance, levels of engagement from Regional Engagement Leads, and the readiness of digital systems created challenges in the early stages of implementation. While some accountable bodies reported positive experiences, others faced uncertainty and administrative burden. DWP was aware of these challenges prior to implementation and provided specialist support. However, it should have implemented a more proactive approach. Greater alignment of guidance, systems and support would have contributed to a smoother initial rollout and a more positive implementation experience. (Conclusion, Paragraph 44)
