We are also concerned that the change in policy may have a disproportionate impact on elderly farmers or those with terminal illness who have arranged their affairs on the basis that their estates would not be subject to IHT, and will not have an opportunity to change their succession arrangements in ways which would legitimately minimise any eventual IHT charge. We are also concerned by the effect of these tax changes on farmers in Wales which, as we heard from RABI, already have high rates of physical and mental ill health. (Conclusion, Paragraph 52)

- On inheritance tax, it does not commit to delay. It announced in December 2025 that the allowance for 100 per cent relief will rise from £1 million to £2.5 million, and says the reforms from 6 April 2026 "get the balance right".

- On funding, it states that agriculture funding has been added to baseline funding and "will be maintained in cash terms", is "no longer ringfenced", and that the Welsh Government decides how to use it.
