Conclusion
We were encouraged by what we heard regarding education provision in Welsh prisons. Governors in Wales are able to benefit from a more flexible approach to contract, in which contracts are managed individually— rather than through lots—and governors are afforded a greater degree of autonomy. However, we are deeply concerned by the cuts facing the Prison Education Service contracts in England, where a significant number of male and female Welsh offenders are held. Similarly, we are concerned by the relative lack of transparency around education provision in Welsh prisons, which stems from the Welsh Government’s decision to not publish data equivalent to that available in England.
