Engaging with purposeful activity, such as education and skills provision, is vital to reducing reoffending rates among prisoners. While the situation in Wales appears to be slightly better than in England, there are too many prisoners in Wales who are spending too long in their cells, unable to partake in the kind of rehabilitative activities that the public expects them to be undertaking during their sentence.
