Conclusion
The Scottish Government has claimed that delays were due to covid-19, however there were already significant delays before the pandemic. Indeed, in 2019, in a statement to the Scottish Parliament, the Cabinet Secretary delayed the programme from being fully operational in 2021, until 2024. This three year delay is more than the one year delay caused by covid-19. Agency Agreements
