Recommendation 31
31
Deferred
Paragraph: 72
Review reporting and centralise publication of scrutiny bodies' recommendations for joined-up access.
Recommendation
We remain deeply concerned over the inadequate monitoring and implementation of recommendations from scrutiny bodies including the Independent Office for Police Conduct. Revoicing a recommendation from our report on Police conduct and complaints, we urge the Government to review how the IOPC, HMICFRS, and Coroners’ learning recommendations can be reported upon in a joined-up and meaningful way, with data published centrally to simplify and streamline access.
Government Response Summary
The government deflects by detailing monitoring exercises related to Non-Crime Hate Incidents and crime recording rules, which are unrelated to the recommendation for a joined-up and central publication of learning recommendations from scrutiny bodies like the IOPC, HMICFRS, and Coroners.

80. Non-crime hate incidents (NCHIs): Officials are currently undertaking a monitoring exercise to measure the impact of the NCHI code by collecting data from a number of forces to illustrate the difference in the number of NCHIs recorded before and after the code entered into effect. The data will be ready for review in the new year. 81. Crime recording more broadly: Officials have identified relevant data sources and have developed in depth analytical methodology to support understanding the impact of changes made to crime recording rules as part of Phase 1 of the ongoing review. This will be carried out by December 14th, 2023, and repeated March 2024. Comparison will be against data which predates Phase 1 changes and then December 2023 compared to March 2024.
