68. The Government fully agrees that engaging with victims and building rapport and trust is essential to delivering better outcomes for victims and securing more successful prosecutions. The Modern Slavery Statutory Guidance for competent authorities (October 2023) makes clear that decision makers should recognise that the relationship between a victim and their first responder is crucial. All first responders should be trained on how to effectively identify and support victims. The Home Office has developed e-learning modules for use by all First Responders on identifying indicators of modern slavery and referring into the National Referral Mechanism (NRM). The Home Office is also in the process of developing an online Hub for First Responder Organisations to share resources and best practice, as well as a First Responder Toolkit that will provide clear, user-friendly guidance to support First Responders in identifying victims of modern slavery and increase the quality of referrals into the NRM.
